Building Affordable Housing

The District's recent economic resurgence presents one of our greatest challenges: affordable housing is in crisis. We have to decide right now how we will respond, and we will have to live with our decision for a very long time. A diverse city doesn't mean two halves – one rich and one poor. A diverse city means different people living together. A Fenty Administration will meet this crisis head-on and invest in a future where people of all incomes and backgrounds live together. Read Affordable Housing Plan

A Fenty Administration will:
Mandate inclusionary zoning. All new development must include a significant portion of affordable housing. Tax incentives for inclusionary development will be a part of our program to achieve quality, affordable housing.

• Continue to fully fund the Housing Production Trust Fund.

• Protect rent control.

• Encourage living wage initiatives for all new and current development projects including current development opportunities, particularly those major ones downtown and along the Anacostia. 

Adrian has:
• Introduced the Comprehensive Housing Strategy Act of 2003, establishing the Comprehensive Housing Strategy Task Force, comprised of developers, housing advocates, residents, and government representatives. As Co-Chair of the Special Committee on Housing, Fenty guided through the Council the nominations of the panel's 28 members in 2004. The Task Force recently presented its recommendations for a long-term housing policy in 2005. 

• Successfully moved an amendment to restore full funding for the Housing Production Trust Fund in FY 2004 and beyond. Fenty's amendment to the Housing Act of 2002 targeted the Fund towards the creation of affordable housing for low- and very low-income households.

• Co-introduced legislation and successfully led the fight closing the loophole that allowed developers to evade tenants' rights to purchase their buildings. The bill became law in July of 2005.
